Constable William Hall was shot and killed by a prisoner.

Hurley Goin was arrested by the Livingston County sheriff for stealing a horse from a farmer in northwest Carroll County. The sheriff then brought Goin to Hill Township. Goin was then to then be taken to jail in Carrollton, Missouri. While Constable Hall laid his revolver down on a nearby table as he was having papers made out for Goin's arrest. Goin grabbed the revolver and shot Constable Hall in the neck, killing him instantly. Goin then attempted to shoot Constable Hall's father but was prevented by Justice Runyan who grabbed the gun from Goin's hand. As Goin ran, Justice Runyan shot at him four times wounding Goin in the hand before he escaped to the timber.

A posse was quickly organized and captured Goin at 1:00 oclock. With difficulty he was taken and brought to jail in Carrollton. Goin was tried for murder in 1895. A jury found him not guilty by reason of insanity and he was remanded back to Linn County.

Constable Hall was survived by his parents, Granville and Christina Hall, and his siblings, Emma Ann, Malinda, William, John, Walter, Abner, Maude, Herbert, Fredrick, Franklin and Lyman Hall. Interred: Enon Cemetery, Carroll County.
